Padding defines the distance between the border or edge of a container and its content (typically text). Margins make up the distance outside of a containers borders or edges.

Margins are best used to create gaps between menu items and as offsets for sub menus. Padding is best used to create space between a sub menus edge and its items, or between an items edge and its text.
