If you are using IE and running SP2, click the yellow bar at the top of the document window and select 'Enable Blocked Content...'. You can permenatly enable local scripts in IE by selecting 'Tools' --> 'Internet Options'. Next click on the 'Advanced' tab, from the list of options check 'Allow active content to run in files on My Computer' under the 'Security' category.
